State HUSKY A and B now offered through the Department of Social Services for eligible non-citizen children

Connecticut has two state-funded health coverage programs for children. These programs provide coverage for uninsured children ages 0-15 who cannot enroll in regular HUSKY A (Medicaid) or HUSKY B (Children’s Health Insurance Program (CHIP)) because they do not have a qualifying immigration status. You can find the annual and monthly income limits on the Connecticut Department of Social Services’ (DSS) website under How to Qualify. How to Enroll

You must enroll by phone or paper application; online enrollment is not available at this time. We strongly encourage applying by phone to get an immediate decision about qualifying for State HUSKY coverage.

  • Call Access Health CT at 18558054325 (If you are deaf or hearing impaired, you may use TTY at 1‐855‐789‐2428 or contact us at 1-855-805-4325 with a relay operator)
  • Request a paper application be mailed to you by calling Access Health CTor by visiting a DSS service center in-person – Visit ct.gov/dss/fieldoffices to find a service center near you

Deferred Action for Childhood Arrivals (DACA) recipients are now eligible for insurance coverage through Access Health CT. Starting November 1, 2024, DACA recipients will be able to get health insurance coverage through state-based marketplaces. This change in the law means DACA recipients living in Connecticut can apply for health and/or dental insurance plans offered through Access Health CT.

DACA recipients are not eligible to enroll in regular HUSKY Health programs, including HUSKY A (Medicaid) and HUSKY B (Children’s Health Insurance Program (CHIP)). Click here to learn more.
